We fit the consumer unit in each home and wire its power circuits, from the kitchen appliances to the sockets in every room.
Each home's consumer unit is chosen for its house type and loads, with RCD and surge protection, and room for extra circuits later, such as an EV charger. Sockets follow the agreed layout, with dedicated circuits and fused spurs for the cooker, the kitchen appliances and anything else that needs its own supply.
Approved Document M of the Building Regulations sets switches and sockets in new homes between 450 mm and 1200 mm above the floor, so they're easy to reach. Every home's circuits are tested before second fix and again on completion, and the Electrical Installation Certificate for each plot is handed over with the rest of its paperwork.

Every plot is tested before second fix and certified to BS 7671 by a NICEIC Approved Contractor, with the certificates ready for sale.
That's the developer's decision, but if extras are agreed before first fix on a plot, they're wired in with everything else and recorded on that plot's drawings, so the certificate matches what's installed. Changes after first fix cost more, because walls may have to be opened up again.
